Norfolk, Va., November 21st 1866

"Respectfully returned with information that orders for transportation have been received for (61) Sixty one Freedmen.  Since October 1st 1866, of these, (50) fifty have availed themselves of the order, the others either refusing or not in readiness to go.  In addition to these there have been removed, to various places within the county several families who have procured homes making aggregate of all removed (75) Seventy five, the exact number cannot be given as many found homes and were removed without giving the number at this office, the means now employed are not sufficient to remove them before the first of January next for reasons.

1st.  These freedmen and women are mostly able bodied for whom transportation is not furnished under present instructions.

2nd.  There is no provision made for their support if sent to their former places of residence.

3rd. Want of cooperation on the part of Mr. Taylor, by neglecting to exercise Such supervision over that portion of his farm as was restored to him by virtue of order dated September 18th 1866, as will exclude outsiders from locating.."
