December 7th 1866

Respectfully returned to Maj James Johnson Supt with the information that the within named children were apprenticed to Mr Rawlings by Bvt Maj W. R. Morse Asst Supt by indenture bearing date Jany 1st 1866. George as being 9 years old and Rose 7.
These children were visited in the absence of and without the knowledge of Mr Rawlings, and were interrogated as to whether they were badly treated - whipped, or in any way abused by Mr Rawlings, or his family. The reply of the children was. that they were kindly treated - that they did not wish to leave their old masters. Mr Rawlings - and did not wish to go with their Grand Mother.

Mr Rawlings was afterwards seen and he stated that he knew that Sarah Carter was the nearest of kin to the children - that he sent a letter to the Grand Mother by the hands of another person - which she rec'd - yet she did not come for the children.
Mr Rawlings seems to be an excellent well disposed old Gentleman and is much attached to the children. and I believe uses them quite as well as his own. He says he does. - in proof of which he solicits enquiry of the colored people in his neighborhood. I am convinced that the children are well cared for - have a good home. and are contented.
