this year rent promptly, and were industrious, to remain for another year. This renders the question soluble. the indigent and helpless women and children will be removed to the Hospital at this place, and in a few years it is hoped that many Freedmen will be persuaded to remove from this thickly populated neighborhood where vice and immorality are so rampant, - to other places where the moral standard of the Freedmen will be elevated. Regarding Freedmen in Newtown "being threatened with expulsion seizure of crops &c"  This has only been done in exceptional cases where Freedmen have openly boasted that they would pay no rent, and by idleness and constantly throwing their race in disrepute.
