inappropriate to state that Mr Cook is no doubt unfortunate in having so many infirm and helpless Freedmen on his land, but the Civil Authorities of York Co have made no provisions for Freedmen of this class. Claiming that they do not properly belong to their County, thus throwing their care and support on the Bureau.
Provision has been made for them at the Hospital at this place, and when their aversion to entering there is overcome, they can very easily be removed from Mr. Cook’s land, and cease to be an incumbrance to him.

The question involved is — Did the Bureau assume any responsibility for the payment of the rent? if so what?

Respectfully returned with information that the grievances as set forth in the within communication are entirely false and without foundation. In this Sub Dist are from twelve thousand to fifteen thousand Freedmen, and as far as York Co is concerned, their control is entirely thrown upon this office, and in administrating their affairs, it is almost impossible to satisfy all parties interested. The interests of the Freedmen have been jealously watched continually, and when some months since the Bureau Court was discontinued, and the Civil Authorities were allowed to adjudicate over the affairs of the Freedmen, and when they displayed their old intollerance of the race, their proceedings were reported and after considerable effort on the part of this office a Court was established, by order of the Asst Com'r of the
