In the case of the Govt. vs Jim Dunkly Colonel
Charged with Felony and released from the County of Halifax Va. The Court think that inasmuch as the party if found guilty, ought to receive a greater punishment than a Freedman's Court can impose. That the said Dunkly should be committed for trial before competent Military Authority- and respectfully suggest that the proper authorities should determine whether cases of Felony committed within this district and beyond the jurisdiction of this Court shall be tried by a Military Commission to be held here - and the parties & witnesses brought to this place- or if it deemed not be more practicable that a Board should be organized to go through the district and try the Felonies committed in the various counties at their respective Court Houses_
