New Kent Co. Apr. 14th /66

Gen. S.C. Armstrong
Supt. R.F. & A.L., 9th. Dist. of Va.
Fort Monroe Va.

Sir;

The Court of this County at its regular session at the Court House on the 12th day of April 1866, in reply to a request that it appoint a gentleman to serve with me on the Freedmen's Court in this County stated, that the action of the Asst. Supt. (R.F. & A.L.) in the cases already brought before him had been such as the County Court could fully endorse and that they therefore considered the appointment by them of an associate, unnecessary.

The Freedmen, being unable to agreed upon a gentleman to protect their interests; at the suggestion of a gentleman apparently well known to them, unanimously agreed to leave the matter in the hands of the Asst. Supt.

I have therefore announced that I will [[strikethrough]] come [[/strikethrough]] be at the Court House on Wednesday of each week to decide all civil cases arising between Freedmen or Freedmen and whites.

The County Court gave the use of the Court House for this purpose.
