4 allready been reported to you. Still there are others which though less aggravated, are of such a character as to merit the attention of the Civil Authorities. These consist principaly in threats to shoot, kill &c. in some instances amounting to actual assault. X I regret to report that the civil authorities in such instances when cases now referred to them, failed to do the freedmen justice, this applies more particularly to the Magistrats who are governed in their actions by prejudice or their fear of offending their white constituents. a rather bad state of things prevail at present. Among the freedmen growing out of political excitement they had been somewhat demoralised from false impressions made on their minds by those wanting them [[?]]. It is hoped it may prove temporary. You are hereby directed to prevent the removal of any Stock, Crop, or [[Species?]] of property that may be on said Plantation without authority from this Office.
