allready been reported to you. Still there are others which though less aggravated, are of such a character as to merit the attention of the Civil Authorities. These consist principaly in threats to shoot, kill &c. in some instances amounting to actual assault.

I regret to report that the civil authorities in such instances when cases now referred to them, failed to do the freedmen justice, this applies more particularly to the Magistrats who are governed in their actions by prejudice or their fear of offending their white constituents. a rather bad state of things prevail at present. Among the freedmen growing out of political excitement they had been somewhat demoralised from false impressions made on their minds by those wanting them [[?]]. It is hoped it may prove temporary.

It having come to my knowledge that some of the stock on the Plantation under your charge is being taken away. You are hereby directed to prevent the removal of any Stock, Crop, or [[Species?]] of property that may be on said Plantation without authority from this Office. 
This order will not apply to the Fifty (50) Bale of Cotton heretofore agreed uponto be hawled to this point.

I have the honor to herewith transmit a report of complaints and actions taken for the month of Oct 67.
This report does not embrace to exceed perhaps two percent of the whole number of complaints made during the month. My time having been so occupied in listing and attending to the wants of the freedmen as to render it absolutly impossible my keeping a record in every case. Now however have been overlooked but all have  received careful attention
