I have the honor to transmit herewith an estimate for a School building at Shuqualak Noxubee Co. and it would earnestly but respectfully recommend an appropriation. Our Freedmen willingly endorse it and the Freedmen in that county approve it. They promise if the estimate is granted they will be able to erect the building themselves by paying in supplies and work.
