Vicksburg Miss Lieut I have the honor to submit the following report of the operations of the Bureau for this Sub District for the Month of Feb 1868. Viz The freedmen generally have gone to work, but not with that determination to succeed which characterized their efforts in this particular one year ago. In Winston County, so far as I can learn, the Contracts for 1868. are nearly all made. Planters report the freedmen as working well, that a good feeling exists between Whites & Blacks. and that the prospects for the year are promising- I am informed that nearly if not quite all the Schools in the County have been discontinued for want of assistance. The Citizens are represented as in favor of educating the Blacks, and will have no objection to the re-establishing of Schools - but three Schools are now in operation in this Sub District The condition of things in this, Noxubee County, is less favorable- Here too many of the laboring class are either idle or have no permanent occupation. This is caused not from inability to obtain employment for labor is in demand. but is due to a lazy disposition and the hope entertained, by many, that the Convention now in session, will do something to better their condition- Complaints continue to be made of freedmen violating their Contracts and 37 quitting work without provocation. It is quite a common occurrence for one or more and in some instances all the hands on a [[strikethrough]] plantation [[/strikethrough]] Place to leave upon the slightest pretext - These complaints have become so frequent of late that I have found it necessary to instruct the Magistrate in some Cases, to compel the freedmen to return to their lawful employers. and observe the terms of their Contract- But few complaints have been made by freedmen [[strikethrough]]] still [[/strikethrough]] Very respectfully your obedt Servt Geo S Smith Sub Asst Comr Office Bureau RF&AL Macon Miss March 21st 1868.
