Haynes Thomas, (Jus of Peace)
Acknowledges receipt of order No. 5 States that he doubts his power as magistrate to "seize & hold" property without due process of law. & asks if there are any orders form Gen Ord on that point.

Respectfully referred to Lieut Merril Barber A.A.A.G. Bu R F & A L for information with the remark that the order to Esq. Haynes was to prevent the removal of the crop, then at Depot at [[crossed out]] Macon [[/crossed out]] Shuqualak in accordance with Gen Order 31
Office Asst Com'r until a settlement was made with the freedmen working for half of the crop & who complained that one Green was shipping the crop with the intention as they believe of defraud them.

Respectfully returned to Bvt. Maj. Geo. S. Smith Sub-Asst. Comm'r Macon Miss. with the information that the order preventing the removal of Cotton or other crop until the Claims of laborers and others mentioned in Circular No. 24, current series from Headquarters 4th Milty. District are adjudicated as therein set forth, should issue from the Sub-Asst. Comm'r in charge or from the Milty. Commander, within whose jurisdiction it is situated, either of whom have jurisdiction to enforce said order, and any order or process of law that the Civil Authorities may issue to co-operate with these authorities, in the enforcement of Military orders will be sustained
