Dear Sir
Wesley & Albert (F) have applied to me for a writ to recover their household effects and other property which they alledge is being held by W.C. Brooks without just cause. As Mr Brooks lives out of my Beat, I am not authorized to take action in the premises, and as they avow their determination to go to you for redress, I write to explain why I do not act, and the circumstances of the case so far as I know them.

The two Freedmen applied to Mr R. Cash, who is the manager on my Sisters plantation (Mrs Sykes) for a situation. Mr C. came to me as my sisters agent, to know if he should contract with them. I replied that unless Mr Brooks, who had them employed, would express his willingness to release them that he (Mr Cash) must not accept them, or even encourage them to leave Mr Brooks. The two Freedmen replied that Mr Brooks had released them. I then said that they must bring me a written statement
