Respectfully returned to Geo. S. Smith, Sub-Asst. Comm'r Macon Miss., with instructions to see that the Board of Police provide in a proper manner for the within mentioned destitute freedman.  In future such cases will be referred by Agent to Boards of Police direct, and a refusal or neglect to perform their duty reported to this office, with names of suitable persons to replace the present Board.
The Board must find means to provide for the paupers of the county without regard to Color.  Energetic action on the part of officers and Agents of the Bureau is expected in cases where the Board of Police neglect to take proper call of destitute freedmen and white alike as all must be cared for by the civil authorities.
