Complaints of driving off are becoming so frequent that I am compelled to ask for definite instructions as to the course to be pursued in such cases -

Now that the crops are laid by, freedmen are discharged, with loss of pay, on the slightest pretext - In each instance, I write the parties complained of, to call at my office, or furnish me facts, but no notice, in a majority of cases, is taken of my communications.
