In answer to your request I have the honor to reply that all the Laws upon the subject of schools in the state of Virginia are contained in the Code of Va of 1860, under the Title "Schools"
There has been no state or local publications in regard thereto that can be of any possible use of Genl Alvord. There was a partial system existing in the state up to 1860 by which indigent white children were sent to school for short periods during each year. But all the money appropriated for that object did not amount, I believe, to seventy five cents a year for each indigent scholar. But bad management before the war, and the events of the war, have exhausted the whole fund supposed to exist before 1860. But if that fund was in existence, and the law in full force, the colored children of the Commonwealth could not participate in it. There are special laws by which a few corporations in the state were permitted to institute free schools but they were not applicable to colored children.
