Respectfully returned to Genl O. Brown A.A.A.G. with report that after thorough investigation, I can find no foundation for the within complaint. No cases of the outrages mentioned in the within paper have occurred in Northumberland County since I have been on duty in the county. 
I can find no such person as C.H. Nickens living in the county or who has ever lived there.
The only person who could have made the complaint is a man (colored) whose real name is C.H. Cox. but who has sometimes give his name as Nickens, who is now supposed to be in Baltimore and for whose arrest a reward is offered in the counties of Northumberland and Lancaster. He having been guilty of theft from both white and blacks.

I respectfully submit that the right of possession of these buildings should be at once settled. 
The officer in charge of the hospital is daily insulted by the arrogant rebel claiming to own the buildings. These buildings were built by the late rebel government on Daniels land.

By virtue of Dec. 12 Act of Congress July 15, 1866. I advertised some of these buildings to be sold at auction on the 25th of Sept 1866. by order and in the name of the Chf Q.M. of the Bureau at Richmond. Before the day of sale Daniels obtained an injunction from a circuit Judge to stop the sale. And I was ordered from the office of Maj White Chf Q.M. at Richmond to delay the sale. 
I forwarded to the office of the Asst Comm'r on the 5th of Oct 1866 a full report of the case. with a copy of the injunction referred to.
The buildings are clearly government property; the owner of the land is doubtless entitled to rent.

Respectfully returned with the information that the within named application was forwarded by me under the impression that these cases were all within the provisions of Cir No. 1. from War Dept. B R F & A L dated Washington D.C. Jan 2nd 1867, and that Cir No. 2. of April 10th 1866, was superseded by the above named circular. I am not able to certify that these cases are clearly within the provision of Cir No. 2. of April 10th 1866.
