Washington D.C. April 10th 1866. yet the application for transportation was made by me. upon the presumption that the case was really within the provisions of Par III Cir. 1. C.S. from War Dept B.R.F & AL dated Washington D.C. Jan 2d 1867. a copy of which had reached me Jan 15th
