It will be noticed that the second section of the Regulations relative to the transportation of freedmen from one state to another, require that the preliminary steps should be taken before the Asst. Commissioner of the state to which the freedmen are to be removed. In consequence of the lateness of the season avoid further delay, it has been thought advisable to permit Mr. Chenault to comply with that part of those regulations before the Assistant Commissioner for the District of Columbia. You will therefore act in this matter in place of the Asst. Comm'r for the State of Mississippi, and forward to that officer all papers that may be filed with you under the requirements of Sec. 4, and paragraphs 1, 2, 3, & 4, of Sec. 2. of the regulations, except such as are required to be forwarded to the Commissioner Bu R.F. & A.L. advising the Asst Com'r of Miss of your action and your authority therefor. Howard, Asst Com'r for District of Columbia, and remarking that as Mr. Chenault has failed to procure laborers in the District as appears by endorsement of Bvt Brig Gen Howard, of Jan 23/67 (to which attention is also invited) and desires to contract with the laborers required by him in the State of Virginia, it has been deemed advisable to authorized the preliminary steps to be taken before the Assistant Commissioner for the Department of the Potomac in the manner indicated and under the limitations stated in the endorsement to Bvt.
