Respectfully returned to Bvt Brig Genl O. Brown A.A.A.Genl.  The herein mentioned buildings were erected by the rebel gov't for hospitals and cover with appurtenances some six or eight acres of ground.  Out troops took possession in April or May 1865.  In December 1865 about one third of them were given me for use of destitute freedpeople.  The troops and freed people still occupy as in the past.  It is necessary that possession be retained so long as this city remains a post for troops or indigent.  The ground occupied had no improvement beyond these rebel buildings
Renal should be determined on the mere occupancy of the ground which lies outside of the city limits.

Enclosed I send all papers in my possession. The affidavit requited under Circular No. 8. claim Div Series 1866. will have to be obtained through the Supt of the 5th District.
