Howard Com'r I know of no Northern State Institution where pupils from out of the state can be admitted gratuitously "The Columbia Institution for the deaf and dumb" in Washington is a Government Institution but admits none out of the District except on a fee of $150 per annum. In the case of Ann Williams I would call attention to the "Southern Institution for the Amelioration of the condition of the Deaf and Dumb and Blind Negroes" at Lynchburg Va. John Dyler Esq Superintendent and Manager.
