The law provides that "reading, writing and common arithmetic, including the rule of Three" shall be taught all apprentices whether it is so stated in the Indentures or not.
If the apprentice does not receive the Education provided by law, cause the Indenture to be cancelled.

Respectfully forwarded to Maj Genl O.O. Howard Commissioner.  Every possible effort has been made to induce the Freedmen living on the Peninsula to emigrate to Florida.
It is supposed that no difficulty exists after their arrival in finding profitable employment.
The application herein referred to was forwarded to the Commissioner on the 21st of January last.
I would respectfully suggest that any difficulty or delay in procuring transportation for Freedmen from the Peninsula will result in serious injury.
