Howard Commissioner recommending that the extra number of Horses required on the Peninsula be allowed. and that authority be given to sell those unfit for service, and that the Qr Mr Dept be directed to furnish good Horses to replace them. So far as can be ascertained from the records of Capt Tobey first Supt of Freedmens affairs here. these buildings were commenced by him in the summer of 1865 as a Retreat and Hospital for Freedmen. and were completed by Capt Stuart Barnes his successor. I believe the fact of their erection by the Bureau - and U.S. Govt. previous to the organization of the Bureau.- mostly however by the Bureau is not disputed. The buildings were not taken up on the papers of Captains Tobey or Barnes. Sg'd J.R. Stone Supt with directions to effect if possible an agreement (over) 97 which shall fix the amount to be paid by the Bureau. as rent per Annum: providing the buildings shall not be given up to the owner of the land. when they are no longer recognized by the Bureau. but leaving if optional with the Bureau to pay the rent so fixed as to give up the buildings. Bvt Maj &c 56 Rec'd back Feb 12th/67 Farmville Hospital for Freedmen Farmville Va Feb 7th 1867 Respectfully returned to Bvt Maj J.R. Stone U.S.V. Supt etc with the report that the within named Daniel declines to "rent any lands to the U.S. Gov't for the within named purpose" by reason of the fact that he expects to obtain possession of the buildings and property alluded to by the 15th of March next. He is confident that Judge Marshall will decide the he (Daniel) is entitled to the possession of the property named. The undersigned begs leave to state that four of these buildings are now unoccupied and respectfully urges that the proper authority be granted to take to pieces one of these buildings for the purpose of using the material in repairing the buildings occupied as a Freedmens Hospital. Said repairs being absolutely necessary.
