Respectfully returned to Maj. James Johnson Supt. 6th. Dist with the information that application was made to Maj Genl. Howard Comr Bu: R.F. and A.L. by parties entrusted to have his child restored to its mother. Genl Howard by communication dated Oct. 10th. 1866 ordered an investigation in the case which was made by me, and a report forwarded through the proper channel to the Commissioner Oct. 25th. 66 of the effect that it was not to the interest of all concerned that the girl should remain with the party to whom she was apprenticed which I presume was satisfactory as no orders have since been received relative to restoring the child or otherwise. At the time Mr Lowery got the child she was with her grandmother in the Bureau Hospital at Fredericksburg Va and was entirely dependent on the Government for her support. The child is kindly treated by Mr Lowery and I have no doubt she is better cared for now than she would be if she was with her mother
