I have delayed reporting as the mails from Craig Co have been very uncertain lately and it might take a letter some time to reach me from there. I do not think Mr Carper will pay the balance of judgment unless forced to

States that Bvt Capt B. F. Shaum Asst Supt has returned from Pamplis Depot Va. and reports finding the Mrs Biddlicome referred to in endorsement from Asst. Comr. 14th inst, living in Pr. Edward County about ten miles from the Depot  She does not at present deserve to secure aid from the Government though much in need of the necessaries of life  she with four sisters own much and valuable property but the sisters will not consent to sell and having no money at all as a consequence in very stratened circumstances. Mrs B. has written west for a situation as teacher, and until she can hear from there desires no action taken in her case. this case being so far removed from Lynchburg and within another Dist I would respectfully request that the Asst Supt at
