Respectfully returned to Genl. O. Brown Asst. Comr State of Va with the information that I visited the plantation of Major Allen. "Claremont" and investigated the cause of complaint and find that it was on account of the forfeiting of contracts by a class of lewd colored women who are living upon the plantation. they pay no rent for the buildings they live in and will not after having made contracts for the year, work for a longer period than from one to three weeks. I urged upon them the necessity of securing homes and fulfilling their contracts in every case. unless they do so

I would recommend to Maj. Allen to turn them out of the buildings and not allow them to live upon the plantations as the influence they have upon a class of young girls who are disposed to work is very demoralizing

Morse Supt. 4. .Dist with the information that the within named children of Elijah Dohman - Betti and Victoria are not living with Dr Humes and have not been for nearly a year. Dr H. states that he never made any objection to their going when they chose to after they were free. They are aged respectively fifteen and seventeen years and are at work for themselves earning a good living, Betti the eldest is at work for a Mr. Wm Lipscomb near Barborsville and is getting $3.00 per mo. Victoria is at work for Mr A.P. Routt summersette orange Co for $30 per year. Dr Humes states that the freemen Elijah has a wife and five children at Lynchburg who need his care must more than the girls Betti and Victoria who are doing well for themselves and have good homes
