Respectfully returned to Capt. Wm P. Austin, Sub. Asst. Comr. with the information that I have just returned from a trip in parts of Lee County and find there that the loyal men with few exceptions concur in saying that it is impossible for them to get impartial justice in the County or Magisterial Courts. for acts committed against them during the Rebellion. The dockets are filled with such cases and the men against. whom the cases are brought  their friends are the jurors on such trials and there are few Union men in the County but what would go up and be qualified that such jurors cannot act impartially in such cases and I believe in many instances that it is too true.

This case has been thoroughly investigated and instructions have been issued to stop the sale of the buildings to either party and to allow the Friends Freedmen's Assoc. to continue their use as heretofore. The difficulty has grown out of personal matters between the teachers and Col. Carse, A.S.A. Comr. at Danville, Va.
