Mr. William Rapp applied to me for a clerkship early in March 1867, shortly after my arrival here, I had previously, while in Richmond received a written application from Mr. Duzendorf with recommendations of a high character & also a personal application form him in Norfolk. I had promised him the first vacancy, should one occur, of which I informed Mr. Rapp, but charitably suppose that he did not understand me, as he appears to find considerable difficulty in understanding what is said to him in English and speaks the language indifferently. I informed him however that I would take his application into consideration, should a second vacancy occur. I was not at the time, entirely pleased with the appearance of Mr. Rapp. Having since claimed that he is a man of intemperate habits and that he has been until a few days ago (when, as I am informed, he sold out with the design of quitting Norfolk) keeping a low grogery in the city, I do not consider him a proper person to be employed in the Bureau, without taking into consideration the fact that there is reason to believe that he was concerned in the writing of a letter, under a fictitious name, to the Surgeon General of the Army preferring grave charges of official misconduct against Dr. Ferdinand Lessing, A.A. Surg USA, on duty in this L. Dist. which charges proved upon investigation, to be destitute of foundation in fact. 

The position of Chief Clerk at these Hd. Qrs. is one in which experienced in Bureau Affairs, familiarity with Bureau Records, clerical talent and temperate habits are very important. The present incumbent Mr. Willoughby Nicholas has been employed here since Fbry. 1865. He claims to have deserted the Rebel service on a/c of his Union sentiments and was, as it appears, on that account deemed worthy of a position as Clerk in the Bureau, which so far as I can learn, he has up to the present time, filled to the benefit of the service and to his own credit. The only complaints made to me against him have been made by those who were directly or indirectly interested in obtaining the clerkship which he holds. A change of clerks of the present time when the affairs of the Bureau have the additional labor of registration upon their hands would be particularly embarrassing. As a clerk Mr. Nicholas has few superiors. I am of the opinion that his discharge at the present time would be both
