Lee, S.A.C. with information that, I am cognizant of the need of the Freedmen's of Waterford, being assisted by this Bureau, in completing the building within mentioned, and would recommend that the amount asked for by Miss Sarah A. Steer $250.00 be appropriated for the completion of the building, the colored people have shown themselves worthy of assistance in this instances.

Mr. T. Mitchell, the husband of Becky Mitchell now away from her at this place last fall, I succeeded in tracing the Fellow to Frankfort Ross Co. Ohio. This was the last I heard of him until I learned he had turned up in Washington recently and was following his old trade, that of a barber. He is or was at the time I knew him here, an excellent workman & was reputed to be a very intelligent and industrious man. His health at that time was good - Becky his wife is well known here as being a very industrious woman. She claims that Mitchell took away all the money they had saved

which she says amt'd to about $200.00. Becky has some things still on hand & if they could get here & would try to get along in peace, might do very well as Mitchell is regarded here as being a superior barber & his wife as a good laundress and seamstress - She has 2 or 3 hogs & has some considerable call for her services as a laundress &c. I am surprised that they should make application for transportation I think that they can & ought to pay their own expenses. 
If they are in reality destitute they are in a different condition from what I supposed they were. 
I know nothing of the circumstances than led to the former rupture between these parties Rebecca wanted to go after him & I gave her the enclosed letter to Mitchell hoping to bring them together again but it seems from letters, I hear Mitchell has written here that he wants to come back, but don't mean to live with Rebecca. They have something here, how much I don't know. They were not considered destitute - They are now in Washington D.C. it is supposed.
