Va. with recommendation for favorable consideration - in addition to the places named by Mr Brackett the colored people of Greenville Churchville, Tabor Church, Mt. Sidney and other points are eagerly pressing claims for teachers - If the needed aid can be furnished it will enable summer sessions of school to be held in buildings which are unfit for winter sessions without large expenditures.

As it appears from the endorsement of the Asst. Comr. of Va. that Mrs. Upshur is not a loyal Refugee and yet that she would not be a charge to the Govt should the transportation asked for be granted and thus she, with her children will become such charge if the application is refused, the orders of the Commissioner in the case are respectfully asked for.
