Respectfully returned to Bvt. Brig. Genl. O. Brown, Asst. Comr. Va. with the information that Mrs. Palmeter and daughter are white, their appearing in the briefing of this letter as (cold.) is a clerical error. They are not "Refugees" but are Loyal Citizens. These persons are now a charge on the Bureau and are likely to remain so, they being unable to find Employment. Mrs. Palmeter states that if transportation is furnished her to Baltimore, she can obtain employment in the factor at Woodbury near Baltimore, Md. and thus relieve the Govt. of her support. The enclosed letter and card have no particular reference to the case.
