Respectfully forwarded to Maj: Genl O. O. Howard, Comr. approved, and with the recommendation that the Chf. Q.M. & D.O. of the Bureau in this Dist. be ordered to furnish the transportation - much difficulty has heretofore arisen in settling the accounts of transportation for Teachers, occasioned by the different rates paid by different parties from the same locality_ If the plan of ordering transportation is adopted it will save the Bureau both trouble and money, as under existing arrangements transportation furnished upon Bureau orders between this place and Boston and N. York, is much less than the regular rates._

Respectfully forwarded to Bvt. Brig: Genl O. Brown, Asst. Comr, of Va. I have known Mr McCabe since the war, he was sutler in the Brigade I was in, is a Northern man, and was loyal during the war. This land is of no use to the Bureau, and will cause no injustice to the colored people by its restoration. I would therefore recommend that it be restored to Mr. F. McCabe.
