Armstrong, S.C. ✓ Agent Bur. R.F. &c. Recvd. back May 22nd 1867 C.Q.M. Office First Mil. Dist. Richmond, Va. May 18th 1867 Respectfully returned to Col. S.F. Chalfin, A.A.C. with remark that the Bureau of R.F. &c. in this Dist. has in its possession over one hundred animals belonging to the Q.M. Dept. and as the Q.M. Genl advised me that the Bureau had its own appropriation for transportation, these animals (if required) should be either purchased by the Bureau, or if not, should be returned to the Q.M. Dept. I communicated these facts to the Asst. Comr. and requested the return of the animals, or that they be purchased by the Bureau. It appears from Genl. Brown's reply than the Major Genl. Comdy. has authorized the retaining of sixty horses for use of the Bureau Officers Appointed to Registering duty and that 27 horses and some mules be returned to the Q.M. Dept. There are now no more animals in possession of the Q.M. Dept. than are absolutely required and if horses are required by the Bureau, it is respectfully submitted that they should be purchased from Bureau Freeds. (sgd.) A.P. Plumb Capt. & A.Q.M. U.S.A.
