Respectfully returned (through Capt. S.P. Lee) to Col S.F. Chalfin, with the information that I have investigated the within case, found Mr. Prentis statement correct, and recommend that the Magistrate complained of Wm. Lee, he removed from office, Knowing that no loyal man can obtain justice from him. Said Lee has been a bitter rebel during the war, and declares himself as such at present time. His sole object is to make use of his position to persecute loyal men, and drive them out of the County if possible. Mr. Painter served as Captain in the Union Army during the war, and is now a respectable and worthy citizen, who has increased the displeasure and Enmity of said Lee and a few more of this clique, because his wife is now voluntarily and gratuitously teaching a number of colored children.
The within certificates were obtained from highly respectable citizens, who are well acquainted with said Lee, and have resided near him for many years. They are all anxious for his removal.

I have had several complaints about Mr. Lee's actions, and concur in the recommendation of Lieut Shields. I think he is a good subject for an example to some others in my District, and hope he will be removed by the District Commander.

Respectfully returned to Capt. W.P Austin, with report that the labor & material needed to complete the school house within referred to will amount to about $75.00/100. I called upon the writer of the within communication a long time ago. for an estimate of materials needed, but had never received it from him. A school is much needed in that section of Roanoke, Co. but a teacher cannot be obtained here, nor are the freedmen able to pay one. Robt. Wright states that an office at Gen Wilson's Hd. Qrs. unto the within communication for him and made a mistake in saying the freedmen of Catawba Co. could support the teacher. I /would respectfully recommend that $75.00/100 be appropriated to open the school then.
