Term R.R. where one of her daughters will receive her.

Respectfully returned to Capt. Jas. A. Bates, S.A.C. with the information that I have visited Coalfield & after a careful investigation, I find that a slight disturbance took place between Mr. Walker & a Freedmen, Mr. Walker informed me, that a colored man asked him for some money, which was not due, words ensued & Mr. Walker attempted to strike the freedmen with a stick. Some thirty or forty of the freedmen being interested in the case of their comrade, proceeded in a body towards the residence of Mr. Walker, for what purpose is not known and being under the influence of liquor were very noisy, but did not proceed for before they disbanded, and no further demonstration was made. I enquired of several white prominent residents if there was the slightest apprehension for an outbreak, between the white & colored people, of that place, and was informed that the Freedmen were very quiet, and orderly, at the present time, & they had no reason to believe that another disturbance would take place. I saw several of the most prominent (Cold.) people & impressed upon them the necessity of using their influence in preventing

the freedmen from acts of violence - There is no military organization amongst the Freedmen, at least no proof of this exists.

Respty returned to the Asst. Comr. I have just returned from an interview with Mr. M. Elwaine, he seems equally anxious with myself to come to a definite arrangement in the matter, but doing this unjust to place all the advantage on the side of the Govt. he declines to instruct optional with the Government at the expiration of base whether to pay rent or give up building. He however agrees to take two hundred (200) Dollars per annum, payable monthly, (which he alleges is only 6%
