RF&AL with the information that for the subsistence already furnished the two enlisted men on detached duty, as orderlies, with Bvt Capt D.J. Connolly [[USVRC]] bills in duplicate will have to be made out on form 23 Sub. Regulations, with a certificate from the officer, covering all the facts in the case, and forwarded through this office for the approval of the Commissary General for payment. In future I can issue rations to those men on ration returns signed by the officer, and
