Respectfully returned, approved, I have approved the requisition on the grounds that the fuel seems to have been absolutely necessary for the comfort of the sick in Hospital - the weather having been much more damp and cool than usual at this season of the year. The Bureau offices manual is silent in regard to fuel for Hospital after the month of April - This throws us upon the U.S.A. Regulations of the Hospital. These regulations allow after April one half a cord of wood to a fire - but permit where absolutely necessary an increased allowance. I consider this a case which such increased allowance is necessary.

Bu RF &c for Miss. with the information that some fifteen months since, Scott Mattly or Alexander - was arrested, and has been, and is now confined in jail at Columbus, Miss. Charged with the murder of one Moses Williams, a freedmen - An indictment for murder has been preferred against him but his trial upon application of himself by counsel, has been twice postponed. The evidence against him is circumstantial unless confessions said to have been made when intoxicated, and under duress are admitted - Mr. Mattly - Scotts former master regards him as innocent, has taken a deep interest in this case & at a cost of $500.00 has employed the ablest counsel to defend him. At last term of Circuit Court - February & March - an order was made admitting Scott to Bail, in the sum of one thousand Dollars. - Mr. Mattly would become his bail were he not fearful
