Respectfully referred to Bt. Bg. Gen. O. Brown, Asst. Com'r (Thro. S.Dist Hd. Qrs) inviting particular attention to the communication of Mr. John T. Griffin, Agt. Board of Overseers of Poor, Brunswick, Co. I am aware of the truth of Mr. Griffin's statements, that they have no funds or credit.
Within a few days indigent freedmen have constantly reported to this office with orders of Overseers of the Poor for rations, but upon which no one would furnish them, for the reasons within stated. It is Evident that some measures must be taken to prevent actual starvation among both whites & blacks of this class. Should assistance be granted, Either a direct loan to the County of money or a disbursement of the necessary relief to the indigent through the Bureau would answer the demands of the poor.
