There can be no doubt that Dr. Gray's discharge from the service was for reasons entirely satisfactory to Gen. Schofield, by whom it was ordered, and he might, as remarked by the Asst. Comr. Dist. of Va. Object to Dr. Gray being placed on duty again within his command; but if it is believed that the "reasons" are not known to or understood by either the commissioner, Dr. Gray, or the Chief Medical officer of the Bureau, neither probably by the surgeon in Chief of the District, and all that Dr. Gray asks for is that if there are charges against him that he be informed of them. 
The Asst. Comr. of the Dist. of Va inquires "whether A.A. surgeons cannot be discharged without charges being preferred against them & to which I make no dissent but would promptly reply affirmatively; but at the same time, I would remark that it would seem to be but fair that the reasons for the discharge should be known to the discharged party. And this is the complaint of Dr. Gray that he does not know for what reasons he was discharged - Nor does the Bureau know whether for causes which should exclude him from further employment by the Bureau at any place, of whether they are operating unjustly and injuriously toward Dr. Gray - In either case it would be desirable and proper that the reasons should be known. 
It has not been recommended at any time that Dr. Gray should be again designated to duty in the state of Virginia.
