Va, It is practically impossible under the Registry and other assignments outside of Bureau duties proper, for one officer alone to discharge the duties of this Div. The Registry of Appomattox Co. will necessitate absence from this post on the part of Lieut. Stevenson and virtually leave the Division without an Asst. S.A.C. - I would therefore approve his application for a clerk.
