Respectfully returned to Capt. W.P. Austin, the enclosed papers and oath Thomas Brown was let free some 9 years ago and had to leave the state on account of the laws against free black men. He

could not take his child with him as he was then a slave. He reported to me today and fully substantiated these facts. 1865 he sent Mrs Ann Eliza Posten a letter informing her he would come after his child as soon as he could. There is no doubt as to his being the legitimate father of the boy and I believe he ought to have the boy restored to him. Mrs. A.E. Posten is a woman in poor circumstances but has a single son living with her that ought to be able to support her. I think that it is the intention of Mrs. A.E. Posten to dispute the order of the bureau to restore the boy, in the civil courts. I will stay further actions in the case until I hear from you again by return mail.
