Respectfully returned. It is explicitly stated in the within application that there is no means of transportation connected with this Hospital. The statement is correct.
The water necessary for use at Hospital, formerly requiring the continuous services of our team, has now to be procured by hand, in very inadequate quantities even for cooking.
Police duty is most imperfectly performed, for want of transportation, & the hospital surroundings instead of being a safeguard from noxious influences, is fast becoming a hot bed for mephitic emanations. 
Patients in hospital are already suffering under the evil influences of uncleanliness of person, clothing & surroundings & with my best efforts I fail for lack of transportation to meet the emergency. 
This condition of things must be quickly remedied or the most deplorable results will accrue to the sick in hospital.
Unless this can be properly done, I shall not feel willing to sustain responsibilities which with my present means, I am unable to meet.
It would be possible to accomplish the more useful necessities with but three horses, one being constantly required for water, & two for ambulance & police.

Two horses will not suffice because it is necessary often to use the ambulance for the whole day, in which case the supply of water would be cut off.

Respectfully returned to S.C. Armstrong, Agt. in chg. &c inviting attention to the remarks of A A Surg. G.W. Baker, U.S.A. The two horses belonging to the ambulance were turned in: three horses will be sufficient for the ambulance and general teaming purposes for the Hospital at this place. Since the loss of teams and wagons the sanitary condition of the Hospital and its immediate vicinity has become so obnoxious, that, I am now temporarily hiring a team for police purposes. The within allowance of transportation requested is an absolute necessity.
