retain; they have been in constant use and cannot long stand the labor which is now imposed upon them. The work of this office is to a great extent in the country extending 12 or 15 miles in either direction from this place and to perform my duties in a satisfactory manner three horses for the sole use of this office is absolutely necessary. One for my own use, one for the clerk one for a mounted Orderly. Business in the Bureau Court is now completely stagnant for want of a horse. I am unable to summon parties interested in cases presented. Should any disorder arise I would with my present means of transportation be unable to suppress them immediately. It is my desire to be as Economical as possible in the expenses of this office and perform my duties to the satisfaction of my superior officers, but without the above named allowance I will be greatly crippled in my efforts for that result.

Respectfully returned to Bt: Maj: W. R. Morse; There are so many law permits involved in the within case, that I am somewhat bewildered. In my examination of R. B. Davis in the presence of all the parties it was admitted that he Davis paid Sarah Overton $1.05 per. cord and the balance of the wood money to Mrs. Flemming. I have forwarded Mr. Davis' sworn statement of the whole matter heretofore. It was also admitted that Sarah Overton had an injunction restraining all parties from appropriating anything on the place except herself. Looking at the case from a common sense standpoint it seems to me that when Mr R. B. Davis bought the wood of Sarah Overton he should have paid her for it in full. If she was wrong in cutting it that way her affair & she could be dealt with for it. But she was black & Davis & the Flemmings white and as has been the custom here the

white parties disposed of the case in an absolute way in accordance with their own notions of propriety and right.
