Respectfully referred to Gen. S. C. Armstrong, Agt. 5th S. Dist. Va. - with statement that Caroline Armstead (cold.) the mother of Allen Armstead aged 13 yrs. and John Armstead aged 11 years (the children alluded to in within communication) has applied at this office for transportation for said children from Washington D.C. to Fort Monroe, Va. in order that they may accompany her to another county, where, she states, she has secured a home for herself and them.
It is respectfully recommended that such transportation be furnished.

Respectfully returned to Bvt. Lt. Col. Jas. Johnson, S.A.C. with the following report. After a thorough investigation of this case I find that the child in question is at Mr. George Marshalls. His statement of the case is entirely in conflict with Rosa Millers I have every reason to believe Mr Marshalls statement (which at his request I enclose) he is a gentleman of very good character.
Mr Marshall is at all times ready to deliver up the girl is so directed.
