Respectfully returned to the Asst. Commissioner. I have just returned from inspecting Bureau affairs in Brunswick Co. and conversed with white and black there in reference to the subject of Lt. Kimball's speech. Col. Mallory's speech was of so singular a character, charging New England with all the sins of slavery, that the negroes wished for confirmation or denial and called on Lt. Kimball for a speech. His speech was mild and advisory. Loyal men saw nothing in it to condemn. Lt. Kimball is discreet in the discharge of his Bureau duties, but like every Office of the Bureau who does his duty, is obnoxious to the disloyal people.
