Howard, Commissioner - Earnestly requesting that this paper may be returned with an endorsement, over his own signature, instructing the signers of the within paper that they have no right to occupy the lands of Mr. Stafford G. Cooke, without his consent - Evil disposed persons have suceeded in making the Freedmen in Yorktown, Va. believe that the Local officers are trying to eject them from lands against the wishes of hte Major General Commissioner. If they (the freedmen) can be made to understand that such is not the case it will save much trouble.
