Respectfully forwarded to Bvt. Brig. Genl. O. Brown, Asst. Comr. Va. As Lieut Shields has certified that he has actually paid this amount travelling on the Turnpikes in Fairfax Co. on Bureau business in April last. I would recommend that this account be paid. In a conversation with him on the subject in April or May. I told Lieut. Shields that in my opinion the Turnpike Company had no right to charge an officer on public business, for travelling on said roads, and told him to see the Directors of the roads about it. I have heard nothing from him since on the subject. They do not charge me any toll on the Turnpike when I am travelling on public business.
