Respectfully returned to Capt. Wm. P. Austin, S.A.C. with the information that the Freedmen of Bristol are too poor to pay for the ground and build a school house to meet the wants of education without at least three hundred dollars ($300.). This amount will stimulate and encourage them to pay for the ground and to put up a building sufficient to accommodate all. The $100 donated by the Bureau was too little as the building they have used last winter is good for almost nothing. If this amount can be raised I can have the school committee incorporated, and if the money reaches me within five weeks, or a promise from the Govt for the some, have the building up by the 1st of October 1867.
