Respectfully referred to Maj. W.R. Morse, S.A.C. for his advice as to what is best to be done in this matter. Dan'l Stewart contends that he has never been paid, his and the others affidavits show this. If the Q.M. paid a spurious Daniel Stewart and not the real one, the Q.M. of course must rectify the mistake and not Stewart, as it was his lookout that he paid the proper persons. Something certainly should be done for Stewart as the Govt. really owes him for services rendered.

Higgs I would add that Capt. Tidball was fully of the opinion that the amount claimed by him was a just and honest one upon the Govt. for services rendered.

Respectfully returned to Bvt. Maj. J.R. Stone with the information that Mr. James Bailey states that Judy Bowling alias Smith lived with him from the surrender of Lee to the 1st of May 1867 for which he was to pay her $30. per year board and clothes, that he settled up with her, at Christmas 1866 and was indebted to her $20.25. On the first day of May 1867, she left with the intention of returning to his house. I submit enclosed Mr. Baileys account against Judy rendered under oath and respectfully request further instructions in the case.
