The order of General Schofield is not intended to cut off immediately the issues to destitute Ref. & Freedmen.
Bvt: Maj: Elderkin, Chf. C.S. of this Dist. has directed the A.C.S. in instances where they mistake the meaning of Genl. Orders 51, to continue the issue of rations to Dest. Ref. and Freedmen as heretofore. Every case however, should be considered exceptional.
