Petersburg, Va. Aug. 21st 67 Respectfully forwarded to Capt. G. Mallery, A.A.A. Genl. This is one of thousands of cases of swindling of black laborers, continually coming before the officers of the Bureau. It's useless to talk of Civil law in these cases, as such men have not a dollar, and lawyers must be feed in advance. This Dr. Giles Harris although now acknowledging that he "has the money and is willing to pay" the claims of the men who raised his crop, yet took good care to place himself in a position to be prohibited from doing so. If military law cannot reach such men 'tis truly to be regretted. (Sgd.) J.R. Stone Bvt. Maj: & S.A. Comr. Bu. R.F. & A.L. Hd. Qrs. Asst. Comr. Va. Richmond, Va. The Freedmen should protest to the U.S. Court of the District against the proceeds of sale of their tobacco Entrusted to the Bankrupt being included among his assetts and petition for an order to restore to them what is their property, and not a simple debt according to the statement. If the influence of the Bureau agent cannot effect the payment, the above is the only remedy known. The law appearing to give an adequate remedy which is yet untried it is not supposed that the Major Genl Commissioner will take the case out of the U.S. Court although trouble and expense is entailed upon the claimants, by legal proceedings.
