Respectfully returned — I have investigated this case & find by the testimony of the children that their parents went to Virginia and left them nearly destitute of clothes, neither of them having a change of clothing, and the boy not having shoes to wear although it was winter.

The boy appears to be honest & industrious, says that it has taken all he could earn thus far to furnish himself with proper & comfortable clothing that in future he is willing to give his mother half of his months pay which I think is all his mother ought to ask of him. The boy says that Mr. H. B. Whitehead has treated him kindly & has only let him have whisky on two occasions and then when he was sick with the chills & fever & without charge.

The girl says she has been sick a great many days & has been barely able to support herself, she is now sick & I think if the mother of these children wants their wages, she had better take them home with her where she can care for them. Mr H B Whitehead never employed her husband. -
